Mate 7mm-08 with a new 24" barrel is the go I reckon,

120gn hornady vmax or 100gn sierra vaminter for varmints and a 140 or 150gn hunting bullet (Btip Accubond corelokt etc) for deer!

Cases will stretch less being the ackley version with steeper shoulders. Yes you will be able to run the same velocity with less pressure. Would it be worth another set of dies? The fire forming? Less barrel life? My opinion would be get a 20cal and have more velocity with less pressure than the 22...

Mate are we talking copper or powder fouling? 22-250's burn alot of powder for bore size so that could be a reason for the fouling but I dont think it would make that much difference. Could be powder type (heard 2206H burns dirty) could be bullet type and have softer copper? I do not know? It could ...
